Every DHCP client presents the server with a unique ID, and the server
responds with an IP address for that ID. That's the way DHCP works.

No, since DHCP servers/clients use the network interface's MAC address
as the unique ID. The user has to provide the ID only in case there is
no MAC address - the case with ADSL (I think).
