Kppp has that too. but rates are predefined. I never used it though. If you are able to change the predefined rates or add your own, it should do. It has something like 30 countries predefined. If you change that and get it properly working, better communicate to kppp team too.. Same thing should be possible by parsing system logs too. After all, all dialers invokes ppp at some point of time which gets logged in syslog. ppp-up script is another place where you can put that. I think this is good enough option to embedd in ppp itself..
