I assumed that the 'periodic flicker' to be something like the SYNC being
lost, causing the monitor to try and resync. A lower refresh rate will
cause a flicker that stays on continuously, not a periodic flicker as the
OP mentioned.

If the monitor is trying to resync, letting it do that for a long time
will damage it for sure.
