well you can't upgrade the stock RH kernel unless you get one of the newer
packaged kernels from RH. If you want to go for the latest 2.4.17, you
will have to download the kernel source. You have two choices, either
download the entire 2.4.17 source from one of the kernel mirrors or get
the PCQ cd where they have given 2.4.1 source, download all the patches
from 2.4.2 to 2.4.17 and patch the kernel. Though downloading 16 patches
may not be _that_ different from downloading the 2.4.17 kernel :-). YMMV.
The usual procedure to compile the kernel will apply. Remember you
*cannot* patch the source of the 2.4.7-10 that you have.

I don't get what you mean, you say you have 2.4.7-10 w/ ext3 support so
whatever version of e2fsprog and util-linux that you have _should_ be
okay. Though if you want the latest versions, why not get he source and
compile ? Google is your friend here. Also google for *ext3 for 2.4* and I
think the first link you get should solve all your problems.

you don't need a disk format for ext2 to ext3 conversion _or_ vice versa.
In fact you don't even need to umount the partition.
