Squid can. The client connects to the proxy and issues a

CONNECT 192.168.1.1:443 HTTP/1.1

request, and the proxy establishes a tunnel between the client
and the server. The client talks https directly with the
server via this tunnel.

You can tunnel almost anything. Using transconnect 
(http://transconnect.sourceforge.net), I have successfully tunnelled
FTP clients, instant messengers, and a bunch of other network based
software.

I have posted another mail on this thread about configuring squid for
this.
