I am sure you must have created file system on hdb1.

I have used recursive cp command to transfer data from  older to newer
hdd quite a few times.

My pwd in the following example is "home' on new hdd. I have mounted old
"home" partition on hd2.

#  cp -rp  /hd2/deval/*  /deval/

copied all the data in my old home directory to new home directory
preserving all the file permissions.
