Quoting from old LIH posts:
1) How to Transfer the whole Linux partition to new HDD
The following the a sure-fire way of transferring data with all perms intact. We have
used this for years.
It assumes that the data you wish to transfer is on a disk mounted on /olddisk.
For example, if you wish to transfer all data from the /home hierarchy of the old hard
disk to /home on the new hard disk, you do the following:
cd /olddisk/home
find . -depth -print | cpio -pdmlu --preserve-modification-time -verbose /home
&>/tmp/cpio.log
Note that "find.....cpio.log" is one single line.
Ignore the warning/error messages that may show up - data *will* get transferred
correctly.
2) Moving files around
Here is one way to move files around without getting into trouble...
Do the following as root...
Assuming U want to move /opt to /usr/opt...
# mkdir /usr/opt
# cd /usr/opt
# (cd /; tar cf - opt ) | tar xf -
The last command (be sure to include the '(' & ')'!!!) will make an exact copy of /opt
under /usr/opt with symlinks and all...
Now U can
# cd /
# rm -rf opt
# ln -s /usr/opt .
That's it! Now U shud be able to use things as they were before...albeit the files now
are
in a different location...
Obligatory warning: I have not used wither of these methods.

A university is very much like a coral reef. It provides calm waters
and food particles for delicate yet marvellously constructed organisms
that could not possibly survive in the pounding surf of reality, where
people ask questions like `is what you do of any use?' and other nonsense.
