Thank You very much Mr. Kunal Shah for your wvdial.conf and options file.
 I tried with your files. following is the results.

 This is with stupid mode = 1

--> Waiting for carrier.
ATDT 172222
CONNECT 38400
--> Carrier detected. Starting PPP immediately.
--> Starting pppd at Tue Apr  9 23:32:36 2002
--> PPP daemon has died! (exit code = 5)
--> Disconnecting at Tue Apr  9 23:33:30 2002
--> Auto Reconnect will be attempted in 5 seconds

And this one with stupid mode = 0
--> Waiting for carrier.
ATDT 172222
CONNECT 38400
--> Carrier detected. Waiting for prompt.
Returning not ok!!
--> Disconnecting at Tue Apr  9 23:36:07 2002

In both cases it is not updating /etc/resolv.conf nor /etc/ppp/resolv.conf.
please look into the matter. and guide.
