For having two root accounts? Yes. Any thing you imagine can happen now. Security has ceased to exist unless same persons operates both accounts. Even in that case, only one root account is sufficient. If it's going to be more than one people, I guess you will hav tough time maintaining that machine secure. Machines are easier to secure than people using them..
