Do what you suggest above.  Tell him retrieval is impossible and he lost all
his mails because of his own idiocy.

Your pet lusers (each office has a healthy quota of them) should receive a
sharp kick up the backside once in a while, just to remind them to be a bit
less idiotic.   This one I suggested above is a kick with spiked boots, to
kind of make up for several months of being unkicked :)
