This is not a problem with wvdial per se. This is a portion of
the general *nix security principles. The  normal  permissions
of ttySn devices is 644 and owned by root. Even if  you change
this permission to 666, things will not work  because  pppd is
also confgured for running as root.

The best way to dial in as an user is to give sudo  access  to
selected users, if you have sudo installed. I have a  How-Do-I
