I am also on RH 8.0 at present.
Like me you can use the following command
for connecting to the net as a normal user:
/sbin/ifup ppp0 (assuming you have ppp0 set up)
and '/sbin/ifdown ppp0' for disconnecting.
I think the above command calls wvdial taking
care of permissions.
