Apache is incredibly tunable (its not the world's most popular webserver for nothing). In your (OP's) case, mod_php is going to be the bottleneck (IMO), not apache or exim. Go for sqwebmail - implemented in C, doesn't require an IMAP server for mail. Use maildirs for your mail storage. Mount your mail store partition with noatime option. Also, evaluate courier instead of exim. You get a complete email handling system, with SMTP/POP/IMAP/SSL/AUTH/webmail/listmanager/everything thrown in.
