why is this a problem?  I've worked on many projects where this is the 
case, and yes, sometimes we do work with other people's code - 
especially when those people are on vacation or unable to access their 
codebase.

the fact that all cvs commits are logged along with the username means 
that people will in general not do any mischief.  if someone does goof 
up, you can always rollback to an earlier revision of a file.

use the features provided by cvs to create a more open and collaborative 
development environment.
