Since wvdial with the set options file was working for me, never tried 
pppconfig. And just now when I tried configuration with pppconfig and than
pon and poff with sancharnet account, it worked :-)

ppconfig creates chat script for the account in /etc/chatscript
and creates its options file in /etc/ppp/peers

Since pon sancharnet connects me properly I copied this
/etc/ppp/peers/sancharnet (the options file for sancharnet generated by
pppconfig) in /etc/ppp/options and than tried wvdial still the same
problem.

I tried out require-pap option in /etc/ppp/options file as Binand
suggested.
Since in debian the 'options' file is a detailed one I did not post it on
the
list. In debian options file there is a option called +pap which is similar
to
require-pap. But still no connection with wvdial.

Will now settle for pon and poff. Cool stuff and worked in the first shot.
