At last I could connect to sancharnet using wvdial. I went through the
options file /etc/ppp/options and since I was getting the following error
in the logs :

Jun 26 21:48:44 woody pppd[4097]: Using interface ppp0
Jun 26 21:48:44 woody pppd[4097]: Connect: ppp0 <--> /dev/ttyS0
Jun 26 21:49:14 woody pppd[4097]: LCP: timeout sending Config-Requests
Jun 26 21:49:14 woody pppd[4097]: Connection terminated.
Jun 26 21:49:14 woody pppd[4097]: Exit.

I enabled the 'silent' option :

# With this option, pppd will not transmit LCP packets to initiate a
# connection until a valid LCP packet is received from the peer (as for
# the "passive" option with old versions of pppd).
silent

Now wvdial works too.

Thanks

Peace
