Write a cron job which pings at a server and determines if its up. If
the server goes down, then send the email to yourself. You can do
passive and active monitoring. In Passive monitoring you assign a server
which does the monitoring. In active monitoring you have each and every
machine sensing what other machines are up or not. 

I am presently working on a similar product using Python this is using
some Mobile Agents for the job, this is being done as a part of my
course work. So it will surely be a "alpha" work.
