Partly true, I'd think.  Yes, the power of Unix comes from being able
to mesh smaller commands together to make complex applications.  OTOH
some of that power if also being able to do just about every required
system administration task from the command line, a feature that
Windows still lacks.  I believe the new Windows versions are better in
that respect than the legacy NT, etc but are they completely there
yet?  Can you configure, say, a complete minimal Windows hosting
server with DNS, HTTP, SMTP, POP3/IMAP4, FTP without having to go into
a GUI at all?  If not, we'll have to wait until that's possible before
we see the power of Unix being available to Windows administrators.
