You are probably mixing up two things:

"ftp" is a ftp client and is default in all distros that I know
of. RH 9 definitely bundles it by default.

Try: $ ftp your.pop3.server 110
This should work

tftp is an ftp server. There is no need to finger around with a
FTP server unless you want to serve something from your box for
others over the net or LAN. In that case set up "vsftp" or some 
other secure ftp servers.
