Uh, no.  FTP and POP3 are two completely different protocols.  Maybe
you mean, telnet your.pop3.server 110 ?

Again, no.  FTP and TFTP are also completely different protocols.  One
(FTP) runs over TCP, the other over UDP.  TFTP is most commonly used
for serving boot images over a LAN.

Enabling your TFTP server will not enable any FTP on any machine.
