first of all i would apolagise for not reading your mail properly
clearly you wanted a method without using cds,
so here is one
create a boot floppy from any RH 9 installation(use mkbootdisk)
edit the syslinux.cfg file in the floppy to make sure that it will boot to
your root partition.
(edit the line with root=/dev/hd...).
the syslinux will read this file on booting and proceed accordingly.
boot using this floppy & reinstall grub
