It depends on how *learned* your user are...
You can rename sh to rsh and it becomes restricted shell.
Next put the path as /rbin in .profile file of each user.
Populate the rbin with the files you want your user to run.
The restricted shell does not permit cd and many other command which allows
to break the restricted shell.
But remember the restricted shell can be broken if user has little knowledge
of *nixes.
