Probably, yes. The discussion I wanted to trigger was that wu-ftpd
and many other inetd based server software usually have configuration
switches to run in standalone mode as well; and PAM support for most
software is a build time option.

That is, the original post can be reduced to "Are there any FTP
servers?" ;)
