AFAIK, these trigger scripts do not exist in the Debian packaging
system. Such triggers are taken care of using a mixture of pre-depends
and (pre|post)install scripts.
Taking your example of X and Y, Y will pre-depend on X being
installed. Before Y's installation happens, X will be installed and
configured fully. Y's postinst script will run do whatever is needed
(including running a binary / script installed as part of X).
