Well, I can tell you how it works in ILUG-Delhi:

At 0100AM, after about 3 beers and 6 vodkas, someone mumbles, ``Hey,
let's have a one-day event in September''.  The other members present
who're not too busy throwing up all over the carpet signify agreement
by means of various grunts and slurs.

<Scene shift to next day> Member A calls up Member B: Hey, did we
decide to have an event last night?  Member B: I don't remember man,
I've got SUCH a mother of a headache!

Member B then calls Member C: Hey, you remember the event thingie we
discussed yesterday?  Member C: Uh, vaguely, I remember hearing
something about it while mixing rum, vodka, gin, beer and coffee to
see what happens.  Member B (enthusiastic type): C'mon, let's do it!
Member C (mentally shrugging and trying to get Member B off his case):
OK, whatever.

Thus, ILUG-Delhi has officially decided to hold an event.

<Scene shift to 20 days later> Meeting about the event is in progress.
Members have been cajoled, threatened and bribed into attending -- We
know where you live, and we can either send one of those 3-year-old
moth-eaten t-shirts that no one's willing to buy or 4 goondas with
hockey sticks.  Which do you prefer?  Many members turn up, presumably
out of a purely selfless desire to foster the community.

Within the ongoing chaos, unsuspecting members keep making statements
like, ``Let's have a parallel tutorial track'' and ``A demo of
OpenOffice in Hindi would be nice, what do you think?''  Little do
these poor souls realise that the eagle-eared and turtle-eyed
``officials'' of ILUGD are noting down all these suggestions mentally
for future reference.  Once no one wants to spend any more money on
coffee and the general idea seems to be moving towards,  ``Yaar, let's
go have a couple of beers, eat kababs and catch a movie'', the meeting
is declared officially closed.

At closure, the most dreaded words in ILUGD ring out again and again:

                      YOU HAVE BEEN VOLUNTEERED!

Screams of pain are heard from the enthu-type members who had been
making suggestions for the event, little realising in their innocence
that in ILUGD making a suggestion carries with the automatic tag of
willingness to carry the suggestion out.  As the poor, pathetic souls
grovel looking for excuses or any way to get out of the torture, the
other members clap and egg the officials on, ``Yes, yes, he's the one
who wanted to demonstrate a 256-node supercomputer at the event!''

The unfortunate ones who'd opened their mouth at the meeting go home
and try to decide which is a less painful process, the famous Chinese
Death of a Thousand Cuts or having Been Volunteered to do something
for ILUGD.  A List Is Prepared.

The rest is the standard sordid tale -- the hunting of elusive
``volunteers'' from the holes into which they've crawled, the
last-minute and post-last-minute changes in schedule, venue and
equipment, the unbelievable chaos, the sense of fulfilment once the
event is over, the enthusiastic planning for the next event, etc.  I
probably don't need to go into details.
