First of all, have you tried using the irattach program?
Irmanager is obsolete since a while back. You should not even consider using the 
irmanager.
I also recomend downloading the latest irda-tools from the webpage, build the source 
works fine in debian, as I have on my laptop.
You should use irattach /dev/ttyS0 -s
or irattach /dev/ttyS1 -s
depending on your configuration.
Then you should check, /proc/net/irda/discovery
for a name on the device you have infront of your irport.
and you know that IR is working if you do cat /proc/sys/net/irda/discovery and it 
returns 1
this means that the ir driver is actively searching for units within range.
