I guess they might see this as unnecessary since it's easy enough to put a
small FAT partition on the disk.  I don't know what the hibernation file
involves so it might actually be quite easy for them to implement it on ext2

This must be an X server issue, surely.  It's the X server which dictates
the refresh rate so you need to tell the server to switch.  This could be
done (I assume) in XFree using the ctrl-alt-plus facility by defining two
modes at different refresh rates.  Other servers might have better ways to
do it.  And in theory the server could also make the switch from internal to
external display; how to do this could be found from reading the source of
the NeoMagic driver in XF86_SVGA.
