I had the same problem two weeks ago. My problem was that I upgraded the
Kernel (from 2.0.35 to 2.2.7) but not the libs and other important apps.
See /usr/src/linux/Documentation/Changes for the versions you have to have
to use that new kernel.

Look whether the device /dev/modem points to ttyS01 or ttyS1. Maybe you
have to change it.
