Hi,
Check the startup scripts to see if dhcp (I believe this is pump in RH6) is
getting started at boot, for Red Hat I think they are in /etc/rc.d/rc<X>.d
where <X> is the runlevel you are booting into.
As to the other question, You might want to check out
