        I don't know the machine, but it is not normal to have anything other
than on/off control on the fan itself externally. Internally many fans are in
fact pwn (pulse width modulated) controlled and driven by A.C.  The bearings
fill up with dust, and stiffen up, or even wear out

1. Verify there is 5 Volts on the fan if you have doubts on this.

2. Oil the bearings. Use Switch cleaner, Methylated Spirits, or Isopropyl
Alcahol; If you are having difficulty, try a jet from an airline to blow the
dust out.

3. Try it then. If not happy, replace it, and go for the highest rated fan that
size that you can get. They have a cfm (cubic feet per minute) or Litres per
hour or something. Get the highest rating that will fit.
