    Upgrading my desktop to Fedora_23 has been a huge pain, especially the 
network.  When I installed, set up the network IPv4 from Automatic to 
Link-Local.  When I installed, rebooted and updated, I configured IPv4 from 
Link-local to Automatic.  Try that.
