DOS terminal Server

I have a Novell3.12 Server and a Btrieve application with DOS surface
running on it. From my Linux box I can work with it via dosemu fine.

I have 15 users, who want to work with it from _home_ as well. I need a
terminal server, which picks up the phone (ev. calls them back) and gives
each caller a DOS surface and also starts this application, so they do not
even notice, that this is a Linux server. The caller would be of course
win95 and NT users.

Do you think this is possible? How?
