Yes, DOSEMU will fake a 'virtual' FAT FS 'on-the-fly' out of the
directory (this is how the bootdir stuff works).
However, this is readonly and (normally) is only used to boot from that
directory. Once booted, the C: drive is transformed to be lredir'ed,
i.e. you need redirector support in your DOS. If that fails, the FAT
simulation stays active. FreeDOS Beta3 obviously has no redirector, hence
all is fine.

I only can guess, that FreeDOS Beta4 has only 'some sort' of redirector,
but this one obviously isn't complete/bug-free. Hence, lredir may succeed,
but not the rest of the stuff. As now the FAT simulation is turned off,
you stay with a broken redirected drive.
