As far as I can tell there is no documentation for IPIP or GRE
tunneling on 2.1.x/2.2.x. This may no longer be the case if
some of the networking HOWTO's have been updated in the last
couple of months. The lack of documentation for tunneling is
one of the two main reasons that my Linux gateway box still runs
2.0.36.
