Download the edge router code from http://edge.fireplug.net. It has a
firewall script that includes optional tunnels using IPIP. Currently
it is using 2.1.132 but should work fine with 2.2.x. 

Boils down to:

    ip tunnel add $tIF mode $tTYPE remote $tVIA local $oIP
    ip addr add $tIP dev $tIF
    ip link set $tIF up
    ip route add $tNET dev $tIF        

Where
    $tIF        is the tunnel interface you wish to use
    $tTYPE      is IPIP or GRE
    $tVIA       is the remote IP address
    $oIP        is the local exterior IP address
    $tIP        is the local inside IP address for this end of the tunnel
    $tNET       is the remote network
