I am linux 2.0.36.

I have a USR   v.everything with X2 and V90 bios upgrades and I find I
can only upload compressed binaries at 2.8 K/sec in a rather variable
manner down to 2.1 k / sec sometimes zero.

How can I make it flat line rather than vary its out bound rate?

My goal is to minimize upload/download times from my modem bound system.

Downloads also vary. Can I optimize something on my end to make the
downloads faster?

Downloads often approach 5 K / sec but for brief times, the average is
more like 4.8 k / sec.

When the modem connects to the isp it reports;

CONNECT 45333/ARQ/V90/LAPM/V42BIS^M
