I'm new so forgive me if you've considered this already. Did you reinstall
LILO when you reinstalled RH? If not I think that's your problem.

Same thing happened to me, sorta. I was running out of hard drive space so
I deleted my Windows partition, intending to use that partition (first one
on my drive) for /usr and keeping the rest of the Linux filesystem on the
second partition. I screwed up somewhere with cfdisk i guess, because I
wound up not being able to boot Linux anymore with the "kernel panic"
error.  I wound up installing RH 6.1 on the old Windows partition and was
able to mount the old filesystem (on partition 2.)  Never got the original
Linux system (i.e. the second partition) to boot so I wound up copying all
the old directories on top of the fresh ones, and kept /usr where it was.  
Took some juggling, and was the exact opposite of what I had originally
wanted to do, but it worked.  Anyway, on the re-install I had made sure to
reinstall LILO and had no trouble booting the install.
