You don't need to put it on the root dir. It should be "in the same
directory as your loadlin.exe file".

You don't mount a "drive" (hda) but a "partition" (like "/dev/hda1")
see "man mount" for details. Take special care of the fs option :
"msdos" means "pure" msdos fs (file names limited to 8.3)
"vfat" means the win95/98 fs (long filenames approximately supported)

A "linux.bat" file in you dos path might facilitate switching over.
You can even install multiple kernels like this :
snip 8<-------------
rem
rem Loadlin <kernel_image> root=<root device> ro|rw
rem
rem Other information may need to be passed to the kernel through
Loadlin.
rem See llmanual.txt included with this file for more information.
rem
rem (installation sur quantum 2.1, vmlinuz=vmlinuz-2.0.30)
rem c:\loadlin\LOADLIN.EXE c:\loadlin\vmlinuz2030 root=/dev/hdb4 ro
rem
rem (installation sur seagate 2.1, vmlinuz=vmlinuz-2.0.34)
c:\loadlin\LOADLIN.EXE c:\loadlin\vmlinuz2034 root=/dev/hdc1 ro
-------------------->8 snip
Enough so far...
