Are you sure that the moedm is not an HSP modem (Winmodem) -- USR makes both
kinds? If so, check the IO ports for a conflict ("more /proc/ioports") and
check for an IRQ conflict ("more /proc/interrupts").
Then use setserial to probe S1 ("setserial /dev/ttyS1") and see if it
reports a UART type there. If not, your modem isn't present on that port
(more exactly, a serial port isn't there -- that's the visible difference
between real modems and Winmodems). You won't yet know why, but if you
eliminate the 3 problems I list in the first paragraph, you are considerably
closer to a solution. In that case, post again and this time tell us the
model and bus-type of the modem.
