The window manager is basically responsible for the borders around all
the winows, plus some other details. The title bar, the minimize and
close bottons, those are all in the realm of the WM. Most WM's also have
a "root menu" (E doesn't) ... which is the menu you get (for example with
windowmaker) when you click on the desktop itself.
Gtk is the gui toolkit, the widget set. This is everything _within_ the
window borders: buttons, sliders, the surfaces you type adn draw on...
So a gtk/gnome theme changes the look and feel of the buttons and such,
while a window manager theme changes the window borders, the desktop
image and the root menu.
