Scott,
You're not giving me much to get my teeth into.:-). If you ask a kernel
to mount a device that doesn't exist on /, it will panic. Ask it to
mount a device for which it has no driver loaded, and I think it will
panic. I would. Possibly if it doesn't have the fs loaded for the fs
type that is on the device, it could panic.
If you haven't simply made a typo in the root = for the new image in
lilo.conf, It seems to me the next most likely thing is you have either
left off support for the device driver you need for /, or the fs type
that's on it, or you have enabled one or both as modules, but not
provided an initrd to get them loaded before you the kernel needs to
use them. There is a mkinitrd-*.rpm with a script and a manpage on red
hat that might help you if that's the prblem. I still use a monolithic
kernel, so I don't have any direct experience with this.
