It dawned on me late last night that it was acting like a window
manager wasn't running. I had installed fvwm fvwm2 and nextstep and
thought that maybe the installation script hadn't set them up correctly.
Debian 1.3 has a file named WindowManagers. The X startup script reads
that file and uses the first valid manager it finds. The file contained
nextstep. Turns out that this WM was dumping core and exiting. Replaced
it with fvwm and voila!
