Does not.  Lilo on the MBR and on the linux has no effect on the
contents of the windows partition.  The world is filled with incompetent
technical support people.

The number of root directory entries allowed is in bytes 11 and 12 of
the partition boot record, if it's fat or vfat.  I've never seen fat32,
but I'd be willing to bet a nickel it's the same.  You could boot up
linux with a floppy and edit it with bpe - careful, though, it's a
misaligned little-endian short integer (least signigicant byte first).
I don't think you really want to do that, though.  You're likely to
orphan files and/or directories.  If you have a lot of files in \ you
could move them to \<somewhere>.

Make whatever kind of filesystem you want on the new drive.  Boot up
linux, mount the drives on, say /<oldwin> and /<newwin> and do something
like:

tar -C /<oldwin> -cO . |tar -C /<newwin> -x[v]f -

or

cd /<oldwin>
find | cpio -p /<newwin>

or simply

cp -a /<oldwin> /<newwin>

If you're dealing with fat32, you'll need a fairly recent kernel -
2.0.34 or later, I think.  I'm sure RedHat 5.2 would have no problem
with it.
