One of the rc* scripts that runs as part of the boot process is rewriting
/etc/issue . I don't know the name of the script that does this in Red Hat,
but you can go into the /etc/rc.d directory and grep for the word "issue" to
find it. Then just comment out the lines that rewrite /etc/issue .
