Not shutting down _would_ work. :-) It is not necessary to repeat
yourself in HTML. Anybbody who can help you can read text, and is
likely to be annoyed by HTML. I am, but only mildly. :-)
Red Hat reconstructs /etc/issue on each boot in /etc/rc.d/rc.local.
(Other distros do it too, I don't mean to bash RedHat). Feel free to
substitiute your own reconstruction here, or simply remove theirs, so
that what you do to /etc/issue remains intact. If you can't find it,
just grep for /etc/issue in /etc/rc.d, or follow your startup rc files
from /etc/inittab, but I doubt they've moved it since the last time I
looked.
