If you edit /etc/securetty and either 1) Remove the file, so all ttys are
considered secure, or 2) Add a couple ttys that root can login from, then it
will allow root login over telnet.
HOWEVER
This is poor practice. You should never allow root logins over telnet.
Instead, login as your user account, and use 'su -' to get a root login shell.
It's much safer, because then a cracker would need not only an account on the
box or to hack one, but also the root password. If root logins are allowed
over telnet, then they have one less step to do if they want to crack the
account.
Do as you will, but it's better to su.
