I'm not sure if anybody replied yet but telnet as root is such a bad
idea that the telnet daemon won't even let you do it! Nothing is wrong
with your root account.
Telnet is an unencrypted protocol, therefore your password and username
travel in plain text. I have (and I recommend if you can) disabled
telnet on my linux box (comment the telnet line in inetd.conf). Do this
especially if you're on a network, telnet packet sniffing is a trivial
task on LANs.
Use SSH instead, http://www.ssh.fi/. SSH uses strong encryption for the
*entire* remote session. SSH has a very loose license, you get the
source code and you can use it free for academic purposes. You must get
SSH windows clients to connect on the SSH protocol though (you can't use
your old telnet program), but some windows clients are free.
By the way. There is an ongoing effort to create a GPL protocol
compliant to SSH 2.0 at http://www.net.lut.ac.uk/psst/
It's not done yet but looks very interesting. There you can get further
info on SSH clients too.
