I don't understand this.  I just installed lilo onto /dev/hda1 (also a
dos partition), verified that I couldn't mount it, installed lilo back
on /dev/hda4 where it belongs (my /), copied /boot/boot.0301 back to
/dev/hda1 and mounted /dev/hda1 no worry.  I am not about to run dos
just to prove a point to myself. :-)

Just don't install lilo on the dos partition.  Make boot=/dev/hda2

I have never installed win9x.  I have no idea if it is possible. :-)
However, if you have installed lilo with boot=/dev/hda2, with dos fdisk
you can set the active partition to - whatever dos calls hda2, and next
time you boot you should get lilo, and from there either to linux or to
dos.
