I'm assuming you get the same "connection refused" message when trying
"telnet localhost" from the console. Based on that --

1. Make sure inetd is running ("ps -aux |grep inetd").

2. Make sure tcpd is present in /usr/sbin .

3. Check your logs (/var/log/messages, I think, but check your syslogd.conf
setup to be sure) for messages from tcpd. They should tell you what the
problem is, if it isn't with either of the prior items.

4. A long shot, but the config file is inetd.conf, not (as you wrote)
inted.conf . I imagine this was just a typo in your e-mail, but if not, it's
surely the source of the problem.
