What you HAVE to do, I've found, is click on the bar above
the window to raise it. I really don't like this behavior,
which is one reason I don't use GNOME. I'm using KDE which
behaves much more like MS Windows in the respect that if
you click on the "taskbar" button for the running task, it
raises that window to the surface.
I haven't tried out any of the other "Window Managers" so I
don't know if their behavior is the same as GNOME, but I'm
satisfied with KDE and really enjoy it more than I do GNOME.
